  背景
  2007年首届跨区域华人女同志组织者训练营(简称拉拉营)在中国珠海成功举行。来自大陆、香港、台湾及美国的近百名华人同性恋和双性恋女性及跨性别人士齐聚一堂,进行了为期四天的同志运动经验分享和领导能力培训,盛况空前。
  2008年的拉拉营名为"拉拉串串",更加关注地方实际的需求和发展,更加侧重现实案例,通过丰富多元的活动和培训,带动更多拉拉参与地方社区发展。拉拉串串包括北京、鞍山、昆明、成都、上海等五座城市的地区性培训营活动,每个培训营为期三至五天,包括两天的志愿者深度培训,重点依然是"拉拉社团领导能力培训" 。
  拉拉营的成功举办,孕育了"华人拉拉联盟"的诞生。2008年10月28日在上海召开了华人拉拉联盟成立大会,经由来自大陆、香港、澳门、台湾、美国等地的17个拉拉小组25名代表,通过民主选举产生首届组委会并拟定联盟章程。华人拉拉联盟旨在联结华人跨区域女同性恋、双性恋的女性,及爱女人的跨性别人士的组织或个人,搭建平台,分享互助,持续推动华人地区拉拉的组织发展、连结与合作。

  内容
  2009 年的拉拉营·青年营由"华人拉拉联盟"主办,将围绕青少年拉拉主题,从现状到需求,从个人到家庭到社区到社会,多方面展开深入讨论。并邀请美国、香港、台湾及国内资深的培训员为此次青年营带来非常精彩的培训内容。

  参加资格
  对象:同性恋女性、双性恋女性,以及认同拉拉身份的跨性别者。
  年龄:18岁以上

  报名
  1.2009年拉拉营·青年营即日起接受报名。主办方尤其欢迎以下人士报名:
      -- 25岁以下;
      -- 没有参加过拉拉营;
      -- 有相关青少年拉拉工作经验或者欲从事相关工作者;
      -- 目前居住在大陆南方地区。
  2.报名表请见附件,或点击下载:2009年拉拉营报名表 ,请在截至日期之前寄至lalaalliance@gmail.com
  3.报名截止日期:2009年10月20日。录取通知:10月25日。
  4.培训无报名费。组织方将提供培训资料、培训期间的用餐和住宿。参与者需自行负担到达会场的相关交通费用。对于大陆地区有经济困难者,组织者将提供一定名额的旅费资助,详见报名表。

人吃人的中国

今天,我看见郎咸平教授的一篇文章,他明确提出,现在的中国正处在资本主义原始积累阶段,也就是"人吃人"的阶段。

他先描述了中国的现状:

中国国企改革蠹虫肆虐

相当多的案例显示,国企收购者贱价买断工龄,将下岗职工推向社会,由失去了国企的政府和社会大众来负担,但收购者将国有资产据为己有或铲平工厂就地起高楼图利自己,但是改革成本却由全社会负担,这就是我所批评的天怒人怨的改革。这些收购者拿了不属于自己的东西,置下岗工人于死地,还能吃得饱、睡得好,甚至在台上口沫横飞地大谈自己「产权改革」的成功经验。我不懂他们怎么还能这样毫无羞耻心,甚至还睡得着觉。

教育改革成本由穷人负担

虽然大学仍是公立大学,由政府补贴,但是政府却允许大学巧立名目、提高收费,让大学教职员中饱私囊,而其成本却由社会最底层的穷人负担,因为大学乱收费的结果阻断了农村子弟唯一脱贫致富的管道。但我们看不到一点既得利益者对弱势群体的关怀与同情,反而以市场化为手段,以个人利益为目的,透过教改,大事搜刮,中饱私囊。更有甚者,在这个社会一切往「钱」看时,北大和清华的教职员利用前人苦心经营的校誉,搞了个北大系和清华系的企业集团,在股市上呼风唤雨,操纵股价,利用北大清华的清誉坑害股民,图利自己。

医疗改革基本失败

所谓的「市场化」的医改措施,让穷途末路的病人挂急诊病号竟然要先交付保证金,否则放在走廊上等死,难道我们的医院连一点最起码的人性关怀都没有了吗?医改的结果,不止穷人看不起病,甚至连一般人也视去医院为畏途。

三农问题怵目惊心

农村破败的基本原因,还是因为农产品的附加价值远低于工业品的附加价值,因此经济越高速发展,农村就相对地越破败,而其必然结果就是农村资金大量流入城市追求高附加价值。但是农村资金缺乏的结果,是与各种权力高度相关的地方干部亲属和非农经营业主,透过高利贷进一步剥削穷困不堪的农民。

官商勾结

腐败的地方政府官员和地产开发商合谋,利用黑道对付手无寸铁的拆迁户的手法更是令人发指。为了逼迫拆迁户接受不公平的补偿,不但利用黑道直接殴打当事人,甚至威胁当事人的子女。在腐败的司法制度下,拆迁户投诉无门,甚至连主动协助拆迁户打官司的律师,竟然也被利益团体利用腐败的司法力量将其入狱,置于死地。

弱势群体遭遇司法不公和政府镇压

当老百姓投诉无门而转向司法体系寻求正义时,老百姓得到了什么待遇呢?基本上是中午吃原告晚上吃被告的待遇。在很多时候,司法机构包括法院和公安不是故弄玄虚的不受理,就是和利益团体勾结,侵害百姓利益。当老百姓的权益受损,因投诉无门而上街游行抗议冲击地方政府的时候,地方政府是什么处理态度呢?军警围剿甚而对外宣布是国外恶势力操纵,民众因而被捕下狱。你竟然看不到一点地方父母官解决百姓困难的情怀,那种人吃人的凶狠劲让人感到寒心。

此外,其他少数既得利益者剥削社会大多数人的例子简直不胜枚举,例如上市公司剥削股民、民企老板克扣民工工资等等现象,我们见得少了吗?

然后,郎咸平教授得出结论:

这种人吃人的国家还配称作社会主义国家吗?那么到底是什么因素把中国这个古老传统的国家带到了这个绝境呢?最主要的原因还是这块土壤出了问题,我们这块土壤的坏是中华民族五千年来所仅见。……我认为目前中国的社会,是处在一个以片面理解的经济发展观为唯一导向的、最原始的人吃人的初期资本主义阶段,而这个腐败阶段正是欧洲两百年前社会主义革命的温床。

郎教授的看法与我的想法完全相同。

当今的中国正是从封建社会向资本主义社会过渡的阶段。1949年的革命胜利,实质上不是新民主主义革命胜利,而是中国历史上最后一次农民起义的胜利。一个农民化的封建政党,代替了延续2000多年的世袭化家族统治,中国社会的本质并没有改变,依然是封建社会:在1949年后的很长时间内,农民依附于土地,市民依附于单位,人身依附没有被打破;经济高度自给,政治依然是集权专制的封建结构,社会依然是权力导向,皇帝和贵族依然存在,只是称呼不一样了。

1978年开始的改革开放,实质是封建经济维持不下去,资本主义原始萌芽开始出现。20多年的改革开放,本质上就是资本主义原始积累的过程。

综观欧美历史,在资本主义萌芽期以后,必然会发生一次资本阶级革命。所以,这很可能也是中国社会接下来将要发生的事情:资本主义经济全面确立,资产阶级走上统治舞台,建立一个民主和自由的新中国。

如果这场革命没有发生的话,那么中国将成为一个大资产阶级与专制政党勾结、半封建半资本主义的畸形社会,而我们生活的时代将是中国5000年历史上最黑暗的时代之一。

科学家宣布,一种实验性疫苗令感染艾滋病毒的风险减低了三分之一。在泰国进行的这项医疗试验唤起了公众寄予对抗艾滋病取得重大突破的希望。

据美国陆军透露,这项由美国陆军与美国国家过敏症及传染病研究所(National Institute of Allergy and Infectious Diseases)一同赞助的艾滋病疫苗测试,堪称全球历来规模最大的一次。他们对16000多名志愿者进行了测试,结果首次出现成功预防艾滋病毒感染的案例。

接受测试的志愿者都是年龄介于18岁至30岁、艾滋病毒抗体检测呈阴性、受感染风险为中等的泰国男性和女性。所有的志愿者接受咨询,并配发避孕套,以帮助他们避免感染艾滋病。然后,随机选择一半志愿者接受两种疫苗组合注射的测试,而另一半志愿者接受安慰剂的注射。直到试验结束,没人知道哪个志愿者是属于其中哪个小组的。

结果相对较少的志愿者感染上艾滋病毒,其中在接受疫苗注射的8197名参与者中,感染艾滋病毒的有51人;在接受安慰剂注射的8198名参与者中,感染艾滋病毒的有74 人。但是两者之间的差异具有统计学意义,这也就是说,科学家确信这个差异不是由于偶然因素引起的。经计算得出的结论是,对于接受疫苗的那一组志愿者来说,艾滋病毒感染风险降低了31%。

美国陆军负责领导这项耗资达1.05亿美元(合6400万英镑)研究的杰罗姆·金(Jerome Kim)上校说,这是"我们可以研发出一种安全有效的艾滋病毒预防性疫苗的首个证据。"

这项研究测试了两种疫苗的组合注射,采用"启动—提高"的办法,其中第一种疫苗启动免疫系统攻击艾滋病毒,而第二种疫苗则强化这一反应。

艾滋病毒疫苗Alvac使用一种称为金丝雀痘病毒(canarypox)的禽流感病毒,对该病毒进行改变使它不能引起人体疾病,将三种艾滋病毒基因一同载入体内。 而艾滋病毒疫苗Aidsvax则含有艾滋病毒表面的经基因工程改造过的某种蛋白。

A medical trial in Thailand has raised hopes of a major breakthrough in the fight against Aids after scientists said an experimental vaccine had reduced the risk of HIV infection by a third.

The world's largest HIV/Aids vaccine trial of more than 16,000 volunteers was the first in which infection has been prevented, according to the US army, which sponsored the trial with the National Institute of Allergy and Infectious Diseases.

A combination of two vaccines was tested on HIV-negative Thai men and women aged 18 to 30 at average risk of becoming infected. All the volunteers were given counselling and condoms to help them avoid HIV. Then half were randomly picked to receive the vaccine, while the other half got dummy shots. Until the trial ended, nobody knew who had been given the genuine vaccine and who had not.

A relatively small number of people became infected with HIV – 51 of the 8,197 people given the vaccine, and 74 of the 8,198 who received dummy shots – but the difference was statistically significant, which means scientists believe it could not have happened by chance. It worked out at a 31% lower risk of infection for the vaccine group.

Colonel Jerome Kim, who helped to lead the $105m (£64m) study for the US army, said it was "the first evidence that we could have a safe and effective preventive vaccine".

Recent failures had led many scientists to believe that such a vaccine might not be achievable. In 2007, the drug company Merck abandoned what had looked at the time like the most promising avenue of research after disappointing trial results. Today the National Institute's director, Dr Anthony Fauci, warned it was "not the end of the road", but said he was surprised and very pleased by the outcome.

"It gives me cautious optimism about the possibility of improving this result," he said. "This is something that we can do."

Every day, 7,000 people worldwide are newly infected with HIV; 2 million died of Aids in 2007, the UN agency Unaids estimates.

The Aids Vaccine Advocacy Coalition, an international group that has worked towards developing a vaccine, welcomed the results of the trial – the third major study since 1983, when HIV was identified as the cause of Aids – as "a historic milestone".

The executive director, Mitchell Warren, said: "There is little doubt that this finding will energise and redirect the Aids vaccine field."

Frances Gotch, professor of immunology at Imperial College London, said the results appeared to be statistically significant and may have been the effect of the two different vaccines working in tandem to more powerful effect.

"The fact that they have seen a response with people with such a low incidence of infection is impressive," Gotch, who is also the principal investigator for the International Aids Vaccine Initiative, told the Guardian.

"Of course it's not 100% of people [protected] but 31% could make an enormous difference in the world. I think this is something we can work with."

Thailand's ministry of public health conducted the study, which used strains of HIV common in Thailand.

Scientists stressed it was not known whether such a vaccine would work against other strains elsewhere in the world. The study was done in Thailand because US army scientists carried out pivotal research in that country when the Aids epidemic emerged there, isolating virus strains and providing genetic information on them to vaccine makers.

The study tested a two-vaccine combination in a "prime-boost" approach, where the first one primes the immune system to attack the HIV virus, and the second one strengthens the response.

Alvac uses canarypox, a bird virus, altered so it can't cause human disease, to ferry synthetic versions of three HIV genes into the body. AidsVax contains a genetically engineered version of a protein on HIV's surface.

It is unclear whether vaccine makers will seek to license the two-vaccine combination in Thailand. Before the trial began, the US Food and Drug Administration said other studies would be needed before the vaccine could be considered for US licensing. The full results of the trial will be presented at an international Aids vaccine conference in Paris in October.

The executive director of the Global HIV Vaccine Enterprise, an alliance of research bodies and funders like the Gates Foundation, said the results showed a vaccine was an achievable goal. "This is a historic day in the 26-year quest to develop an Aids vaccine," said Dr Alan Bernstein. "This trial is the first demonstration in humans that, with more research, it will be possible to develop a vaccine that is fully protective against HIV."

Deborah Jack, chief executive of the National Aids Trust in the UK, said a vaccine, by far the most effective way of tackling serious infectious diseases, was desperately needed. More work was needed, but the promising findings "justify the continuing investments and efforts of the international community, including the UK government, to develop a vaccine."

The Terrence Higgins Trust said it was treating the results with "cautious optimism".

"This is the first step on a very long road," said the policy manager, Vicky Sheard.

"There's a lot of research needed into how a vaccine can be rolled out, how costly it's going to be, whether it's going to be effective against different strains."

Top U.S. Government Officials, Leading South African Physician/Scientist to Discuss Global Tuberculosis Epidemic and the U.S. Policy Response

Washington, D.C. —Two of the U.S. government's top infectious disease specialists will join with renowned South African physician Robin Wood for a live interactive webcast on the threat of TB in the developing world and the U.S. response to it, including the status of a Congressionally mandated five-year global TB strategy.

Dr. Wood will share his perspective gained from working at the epicenter of the HIV/TB epidemic, as director of the Desmond Tutu HIV Centre at the Institute of Infectious Diseases and Molecular Medicine, University of Cape Town. Dr. Wood's latest research focuses on the deadly intersection of HIV/AIDS and TB in his home country and the shockingly high rates of TB infection among South Africa's children.

Joining Dr. Wood for the forum—a live webcast held by the Kaiser Family Foundation —will be Christine Sizemore, of the National Institute of Allergy and Infectious Diseases; Cheri Vincent, of the U.S. Agency for International Development; and Christine Lubinski, vice president for global health at the Infectious Diseases Society of America. The Bill & Melinda Gates Foundation is now accepting proposals for Round 4 of Grand Challenges Explorations, an initiative to encourage bold and unconventional research on new global health solutions. Proposals are being accepted through November 2, 2009. Attached pls. find the press release in both English and Chinese.

The grant program is open to anyone from any discipline, from student to tenured professor, and from any organization – colleges and universities, government laboratories, research institutions, non-profit organizations and for-profit companies.

The initiative uses an agile, accelerated grant-making process with short two-page applications and no preliminary data required. Applications are submitted online, and winning grants are chosen approximately 4 months from the submission deadline.

Initial grants of $100,000 are awarded two times a year. Successful projects have the opportunity to receive a follow-on grant of $1 million or more.

The topic areas for which proposals are being accepted for this round are:

•       Create New Technologies for Contraception;

Dear Colleague,

You are invited to participate in an important online survey of civil
society organisations conducted by the United Nations Non-Governmental
Liaison Service and the aids2031 Leadership Working Group. It seeks
your input on the priorities for the future AIDS response, in
particular as it relates to the question of leadership. It is aimed at
civil society organisations across the world that work in the field of
HIV/AIDS.

aids2031 is a "think tank" project initiated by Peter Piot while
Executive Director of UNAIDS, and is aimed at formulating a long-term
strategic AIDS response, as opposed to continued crisis management.
(See the attached letter from Professor Piot, which explains the
background to the initiative and this survey.)

If you choose to participate, your answers will help the aids2031
Leadership Working Group formulate recommendations that will form part
of the aids2031 final report, "An Agenda for the Future" and the
results will also be published as a free-standing report.

In July a group of health advocates came together to discuss a global campaign for a Currency Transaction Levy (CTL) for Health. This levy, when applied to the four major currencies (US dollar, Yen, Euro and British Pound) could raise up to $33 billion a year, without distorting the financial markets, and thus providing an additional, predictable and sustainable source for funding. In the run-up to the G20 later this month we urge you to sign on your organization and support this Declaration of the Global Campaign for a Currency Transaction Levy for Health, to push our governments a) to take the necessary steps to introduce such a levy, and b) make sure the benefits are dedicated to reach the health MDGs.

Declaration of the Global Campaign

for a Currency Transaction Levy for Health


WE, THE UNDERSIGNED, DECLARE:
    • We are committed to raising sufficient finances to meet the Millennium Development Goals (MDGs) for Health, namely to reduce child mortality, improve maternal health and combat the major diseases by 2015 (MDGs 4, 5 & 6). 
    • We acknowledge that neither allocated nor committed levels of Official Development Assistance (ODA) and domestic financing are sufficient to meet these Goals, a situation compounded by the global financial crisis, which is severely affecting the poorest countries in the world.
    • We call upon donors to keep their commitments to allocate 0.7% of their national budgets to ODA and that African countries, similarly, honour their Abuja Declaration pledge to commit at least 15% of their national budgets to health.
    • We are committed to locating and harnessing additional, new and predictable income streams that are capable of meeting funding shortfalls.
    A Currency Transaction Levy (CTL) has the potential to raise revenue of at least $30 billion a year on a sustainable, predictable and on-going basis from the foreign exchange (fx) market, that has not been privy to levies or taxation to date.
  • The CTL is technically simple to implement: the foreign exchange market is fully electronic, revenue collection would be automatic, with no scope for avoidance.
  • At the proposed low rate of 0.005%, the foreign exchange market would not be adversely affected whilst at the same time significant income would be generated.
    • The CTL would be applied to the wholesale foreign exchange market only, and not affect the retail market nor have an impact on migrant remittances.
    • The proceeds of the CTL should benefit the health MDGs, most notably MDGs 4 and 5 on maternal and child health, which are seriously under-resourced, and Universal Access to HIV, TB and malaria prevention, treatment, care and support. The international community currently has the mechanisms in place to channel the funds and rapidly scale up interventions, (e.g., through the GAVI Alliance, the Global Fund to Fight AIDS, Tuberculosis and Malaria and UNITAID).
We therefore strongly urge decision-makers to take all the steps necessary for introduction of a Currency Transaction Levy on their currencies at the earliest possible time with revenue dedicated to meet the MDGs for Health, and importantly ensure CTL proceeds are additional to, and DO NOT replace, existing aid commitments.
