The letter for oppugning legally and independency of CCM transition on the Independent Electoral Commission

China CCM: 

China CCM transition which was started latest was been noticed and participated eagerly by internal and external organizations. But, we are fiercely doubt it's title, qualification and the independency of working. 

First, as a "commission", the minimum number of committee is 3 while in the independent electoral commission there are only 2 members. We could all it "Couple store" in a way, and the "couple" were separated in different places (One is living in Hong Kong). If these 2 experts could make a qualification commission, the applicants from community organization only need 2 persons and they will have electorate qualification. We considered, it is illogical and illegal.  

Then, we handed out the overture in Wu Han conference to increase the expert number hopefully and wish the expert could participant themselves. But we will figure out the secretariat of CCM had been plentiful working using the title of independent electoral commission. The commission is exited in name only or it is have no qualification of independent working.  

I am not against to recruit assistant for independent electoral commission or their experts. But the job description for the assistant is rather statistic, classify and other working then judgment. So, the Beijing expert could make many decisions only by himself or just calling and emailing the colleague in Hong Kong. Could you tell me the participant of CCM secretariat? What is the role of CCM secretariat?  

At the end, we strong doubt the legally and independency of CCM independent electoral commission, please give us outward response.

 > 近期开始的CCM换届选工作得到了国内众多组织的关注和踊跃参与。然而，我们对负责选举工作的独立选举委员会的称谓和资格，以及其工作的独立性产生强烈质疑！

 > 首先，作为"委员会"，其委员的人数不应低于3个人，而现在的这个委员会组成只有2个人，顶多称为"夫妻店"，并两地分居（其中一人在香港）。假如这2个专家可以组成一个委员会，并且具备资格，那么社区组织报名只需要2个人，就可以具备选民资格。我们认为，这个逻辑是不能成立的，这么做也是不合法的。

 > 其此，我们在武汉会议上既提出提案，希望增加专家人数，并选举工作由专家亲自参与，亲力亲为。但现在我们是不是可以这么认为：CCM的秘书处已经借独立选决委员会的名义，作了大量工作，独立选举委员会实际上形同虚设，或根本不具备独立工作的条件。

 > 我并不反对独立选举委员会或其专家选配助手，但是助手和工作人员的工作职能做一些统计、归类和辅助工作，是非评判的。那么，我们的专家在北京一个人，或者给香港的同事打个电话，发个邮件就可以对很多情况作出判断么。CCM秘书处究竟参与到了什么程度，扮演了什么角色？
