Governments in Southeast Asia Detain Thousands in Abusive Drug Detention Centers
Number of Centers Has Increased Exponentially in Cambodia, Laos, and Thailand, Despite Lack of Effectiveness

A new report released today documents the arbitrary detention of thousands of drug users, mostly young people, in controversial detention centers in Cambodia, Laos, and Thailand. While the detention is supposedly for treatment, children and adults are held in boot camp-like centers where they do not receive adequate medical care and are subjected to routine physical and sexual abuse.
The report, released by the Nossal Institute for Global Health and the Open Society Institute, examines practices in Laos, Cambodia, and Thailand, which today have eight, 14, and 84 detention centers, respectively. The number of these centers has more than tripled in the past decade.
Throughout the region, compulsory detention is a common response to the growth of methamphetamine use, which has been increasingly reported in Southeast Asia over the past decade. From 2001 to 2008, Laos received more than one million dollars from the United States, Japan, and other countries to build centers to detain and “treat” methamphetamine users.
“Government policies recognize that drug addiction is a public health problem, but most people are never seen by a health professional before being locked away in these centers where they are often abused by military and police under the guise of drug treatment,” said Dr. Nick Thomson, author of the report. “The governments of Thailand, Cambodia, and Laos should immediately make plans to close these centers, as they are harmful to public health and human rights.”
Unlike prisoners, most drug users interned in these facilities never appear before a judge and have no right of appeal. Once inside centers—where they may be detained for as long as five years—individuals have no access to medicines, or in some cases, even to adequate food. Virtually 100 percent of those interned in detention centers return to drug use when they get out.
Rather than helping people improve their health, conditions in the detention centers are frequently harmful to individual and public health. Detainees are at greater risk of contracting infectious diseases, including HIV, TB, and hepatitis.
The report’s authors interviewed government and nongovernmental officials and 30 former detainees who confirmed widespread abuse in the centers.
“The supervisors—people that have been in the center as residents a long time—control the sleeping room and often force the younger boys to have sex with them. I saw the supervisors rape boys between the ages of 10 and 14,” said a 24-year-old male recently released from the Somsagna Drug Rehabilitation Center in Laos.
“I saw three staff beat a guy unconscious; they then dragged him away to another room,” said one former detainee, a 19-year-old male in Cambodia.
Throughout the region, these centers are operated by military personnel or police officers. Most centers do not have any health professionals on staff. The individuals detained in these centers are not given health screenings prior to entering or upon leaving the centers, despite the fact that drug users and prisoners often have very serious health concerns.
“We see the doctor about once every couple of weeks and the nurse sometimes one morning a month, and otherwise there is no health staff anywhere,” said an official with a police-run treatment center in Udon Thani, Thailand.
“Drug treatment consisted of a daily boot-camp regimen. There was no education about drugs,” said a 22-year-old former detainee from Cambodia.
The report calls on the United Nations and donor countries like the United States to immediately cease any financial support for maintaining or building new detention centers. It further calls on the governments of Cambodia, Laos, and Thailand to release those currently detained, and devise strategies to permanently close drug detention centers.

中国公民"保地保家反拆迁运动 "宣言
【注】 《零八宪章》论坛发出《中国公民"保地保家反拆迁运动"宣言》旨在对大陆当前日益恶化的公民生存环境表达自己最严重的关切,并且号召所有《零八宪章》的签署者以各种方式向被拆迁的同胞给以支持和援助,向肆意强拆的权贵集团施加压力和批判。我们坚信在无数公民的联合行动下,我们的人权环境一定会得到改善。
正如《世界人权宣言》指出:"鉴于对人权的无视与侮辱已经发展为野蛮暴行,这些暴行玷污了人类良心,一个人人享有言论和信仰自由并免于恐惧和匮乏的世界的来临,已被宣布为普通人民的最高愿望。"同时政治学常识告诉我们:政府权力必须受到限制,公民权利必须受到尊重,否则,政府就会利用不受限制的权力侵害公民的福祉,制造冤情、灾难和罪恶。
近三十年来,虽然中国通过推行改革开放实现了短期社会经济的很大发展和人民物质生活的较大改善,但是在此过程中,由于执政集团囿于眼前既得利益而忽视民族整体与长远的福祉,拒不进行政治体制改革,拒不实行政治民主化和落实对公民权利的保护,致使各级政府的各个部门利用手中掌握的绝对权力官商勾结拼命与民争利、对民众巧取豪夺,致使政府官员大肆牟取私利、贪污腐化,形成阻碍中国社会发展的权贵集团,从而致使民众的利益和权利一再受到权贵集团的严重侵犯,使每一次改革都变成了对民众利益的一次次赤裸裸的疯狂掠夺,使广大民众日益陷入恐惧与匮乏之中。所以对民众而言,这样的改革是没有任何意义的,这样的改革只会不断滋生灾难和罪恶!
今天,这种假改革之名行掠夺之实的罪恶行径典型地反映在房地产领域,尤其是在房地产开发过程中所表现出来的暴力强征和暴力强拆已经成为导致民不聊生、官民对立和社会不稳定的主要因素。本来,在一个国家的现代化过程中城市化是一个必经的阶段,但是在这个过程中,如果政府的权力不受制约,政府官员的贪欲不受遏制,公民的权利被无视,那么城市化的过程就很容易变成一场"率土地而食人肉"的血淋淋的圈地运动。不幸的是,这种惨烈的状况正在当今中国变为现实,为了追逐和掠夺这块最后的利益大蛋糕,各级政府及其官员露骨地表现出了对巨大利益的无耻贪婪和对民众福祉乃至生命的极度冷漠,因此而导致的社会不公正和人道灾难正在这片国土上恣意蔓延,他们不仅蚕食着民众的利益,威胁着民众的生活生存,而且也在瓦解着这个社会的道德基础,断送着这个民族的未来和前途。
在当今中国社会,房地产行业是一个名符其实的暴利行业,它可以给地方政府及其官员与结盟商人带来巨大的财富。就拿强征土地来说吧,政府在向农民征收土地时一般按每亩几万元的价格买入,以超低的价格将集体土地变成国有土地,然后又以每亩几十万元甚至几百万元的价格卖给开发商。也就是说,政府仅仅在土地交易过程中过了一次手,它就可以攫取其中百分之九十以上的财富,而这块土地的原来主人仅能拿到不足百分之十的收益,这是多么惊人的暴利阿,这是何等的不公正和黑暗啊。同样在城市改建的过程中,政府给原住民的补偿也非常低,而卖给开发商的价格仍然很高,政府同样可以从中获取巨大的财富。与此同时,房地产开发也给政府官员提供了绝好的权力寻租机会,政府官员可以在土地交易的过程中从房地产商那里获得巨大的好处。因此将遏制房地产泡沫的希望寄托在政府及其官员身上是很不现实,他们正是房地产泡沫不断涨大的真正推手,也是因此而造成的各种社会危机的罪魁祸首。
在房地产开发的过程中,由于政府对失地农民和被拆迁的城市原住民的补偿太少,由于这种强制性的交易极度不公平,这自然会导致失地农民和被拆迁居民的强烈不满,他们当然会起来捍卫自己的正当利益。一开始,失地农民和被拆迁居民希望通过法律途径来解决问题,然而在权力不受制约的社会里,法律不过是为统治集团服务的工具,民众根本就不可能通过合法的途径得到公平和正义。在这种情况下,失地农民和被拆迁居民只好自觉起来保卫自己的家园和土地。然而由于他们的力量太过分散,在有组织的政府力量面前,他们的抗争根本就无法取得成功。正是在这种上告无门、抵抗无用的情况下,有些失地农民和被拆迁居民才采取了自残、自焚或暴力抵抗的方式。然而在巨大利益的诱惑下,各级政府根本置民众的权利和死活于不顾,照样通过强制性的手段来保证征地和拆迁工作的推进。所以在这场维护公民尊严和权利的斗争中,民众根本不是政府的对手,分散的民众根本就无法阻止罪恶和灾难的继续,根本就不能保卫自己的家园和土地。
难道我们非要接受这种不公平的命运,非要接受我们的家园被强拆、我们的土地被强征的残酷现实吗?不!我们不能让他们再为所欲为了,我们应当抗争,我们应当战斗,我们应当阻止野蛮暴行的继续!当权贵集团把强制征地和强制拆迁作为他们掠夺与延续对公民权利的歼灭战时,我们公民也应当开展一场卫权求生的公民战争,我们应当团结起来,在全国范围内掀起一场中国公民的保地保家反拆迁运动。
为此,《零八宪章》论坛呼吁:
一、 所有失地农民和被拆迁居民团结起来,在每个地方组建"保地保家反拆迁运动公民联盟",对暴力强征和暴力拆迁进行强有力的反击。只要执政当局企图用暴力的方式对某个地方进行强制征地和强制拆迁,其它地方的"保地保家反拆迁运动"都应当起来进行反抗和声援。
二、 各地维权人士和其他正义之士加强对暴力强征和暴力强拆事件的关注,对各地被强征的农民和被强拆的居民提供各种援助,从各个方面支持"保地保家反拆迁运动"进行合法的抗争。
三、 各个地方的失地农民和被拆迁居民不要自残、自焚,更不要因绝望而对社会无辜者报复。应当以各种和平、理性、非暴力的方式来阻止野蛮暴行的继续。
我们相信,当成百上千万公民都起来抗议强征与强拆暴行的时候,当成百上千万公民都起来捍卫自己的尊严和权利的时候,情况一定会发生转变!我们期待通过这场声势浩大的保地运动将无视与侮辱人权的野蛮暴行扼阻,将权力这只老虎关到它应该的地方――笼子!

Technical Review Panel (TRP) Recruitment for 2010-2012 is launched!
The call for applications to recruit experts for the TRP opens today, 4 May 2010.
In this regard, we would like to solicit your support to encourage suitable candidates to apply by forwarding the attached Application Form to your contacts. Alternatively, you may invite possible candidates to download the application form from the website of HLSP, the agency handling this recruitment: http://www.hlsp.org/opportunities/globalfundTRP.
Please find attached a copy of the advert in English (the advert is available in the other UN languages on the recruitment page of the TRP section of our website).
The completed application forms (not CVs) should be sent directly to globalfund.trp@hlsp.org to arrive no later than Monday, 31st May 2010.
Applications sent directly to the Secretariat will not be considered.
Who should apply?
The expertise of the TRP is spread across HIV, tuberculosis, malaria, and health systems and cross-cutting disciplines. The recruitment of “experts” in very specialist areas is avoided. This is because it is important that the membership of the TRP is drawn from people who have a broad understanding of the diseases, programming at country level and key issues that impact implementation capacity.
Recruitment decisions will be based on several selection criteria (attached to this e-mail) and will also seek to ensure that TRP membership:
(a) is representative of a wide array of expertise, both scientific and programmatic, with a preference for individuals with extensive program experience;
(b) reflects geographically diverse experiences and include persons who work or have worked with a broad range of organizations in both developing and developed countries;
(c) includes a balance of expertise in HIV/AIDS, tuberculosis and malaria prevention, care and treatment, as well as cross-cutting and health systems areas applicable to program implementation in resource-poor settings. These should include community systems strengthening, value for money and specific expertise on the differential impact of the three diseases and appropriate programmatic interventions for women and men, as well as for key affected populations, including injecting drug users, men who have sex with men, transgender communities, sex workers, migrants and prisoners;
(d) includes persons with extensive experience in the role of civil society/private sector in the field of HIV/AIDS, tuberculosis and/or malaria; and
(e) is geographically and ethnically diverse, with balanced male and female representation and meaningful representation of people living with and/or affected by HIV/AIDS, tuberculosis and/or malaria.
Please note:
TRP members are subject to the Policy on Ethics and Conflict of Interest for Global Fund Institutions. In addition, the Terms of Reference of the TRP specifies situations when a conflict of interest may arise.
While serving on the TRP and for one year after completing their services on the TRP, TRP members are not allowed to assist countries in their applications to the Global Fund, and are not allowed to participate in a CCM or other coordinating mechanism.
How should interested candidates apply?
Candidates must complete the application form and send it to HLSP (globalfund.trp@hlsp.org) by Monday, 31st May 2010. Successful applicants will be contacted by the end of August.

2010年1月,来自河南省各地的艾滋病领域10家女性社区组织共同组建了河南女性抗艾组织网络(以下简称河南女性网络)并开始试运行,河南女性网络提供了一个交流平台,通过经验和信息交流、培训和倡导等活动提升女性抗艾社区组织的领导力和组织能力,改善其生存环境并促进其发展。
根据网络发展需要,我们邀请更多的河南女性社区组织加入网络,我们将有机会一起:
1、接受六次专业的以社区工作为中心的培训(2010.12月之前);
2、和省内本领域其他女性组织面对面交流;
3、省内及国内优秀社区组织经验分享,信息交流、专业辅导等。
如果你是:
1、女性;
2、河南省境内的女性社区组织负责人或骨干;
3、愿意提高自己的能力,长期为社区女性服务;
4、愿意成为河南女性网络的一员,有时间全程参加6次培训,愿意和其他女性分享你的工作和经验。

河南女性网络将于2010年5月底召开网络正式成立会议,并开展项目管理培训(时间地点另行通知),有意者请于5月15日前发送报名表(见附件)到:
新成员需要两名艾滋病领域有一定经验的工作人员推荐。
