More than 20 hemophiliacs and their relatives gathered at the headquarters of the state pharmaceutical group, petitioning for a compensation package for a 15-year old blood contamination scandal. Conflicts Tuesday with police officers resulted in at least three people being hospitalized.
20多名血友病人及他们的家属聚集在国家药监局总部，要求对15年的血液污染给予赔偿。周二与经常发生的冲突至少导致3人住院治疗。
In 1995, Factor VIII-related Antigen (Factor 8), a hemophilia drug manufactured by the Shanghai Institute of Biological Products (SIBP), was alleged to cause AIDS, hepatitis B or C. The state health authorities issued an emergency notice to ban such products nationwide in the same year.
1995年，上海生物制品研究所（SIBP）生产的治疗血友病的药物凝血因子Ⅷ被控造成了艾滋病，乙肝和丙肝。同年国家卫生部下发紧急通知，在全国范围内禁止该产品销售。
"Our kids are dying. We know the time is coming," Li of Heilongjiang Province, whose 35-year-old son was diagnosed with AIDS and hepatitis B in 1995, told the Global Times.
"我们的孩子快要死了。我们知道这个时刻即将到来。"黑龙江的李告诉《环球时报》记者，她35岁的儿子在1995年被诊断出患有艾滋病和乙肝。
Petitioners arrived Tuesday morning for an arranged meeting at the China National Pharmaceutical Group Corporation (Sinopharm) in Haidian district, the parent company of SIBP. Five police officers with video cameras were already there.
请愿者在周二来到北京海淀区的中国医药总公司（简称总公司Sinopharm)，即上生所的母公司，参加预定好的会议。5名警察带着摄像机提前到达那里。
"They asked for our ID cards but we refused," Li said. Many of the petitioners are AIDS patients, and insisted on their privacy. Conflicts occurred when officers tried to record their images. The parents of a patient were slightly injured when they struggled to block the camera. They were later sent to a nearby hospital.
"他们要求我们出示身份证，但我们拒绝了，"李说。许多请愿者都是艾滋病病人，坚决要求隐私保护。当警察试图录像时冲突发生了。1位病人的父母在组织摄像时受到轻伤，他们后来被送到附近的医院。

Li suffered a heart attack at the scene, and was also hospitalized. She said her son surnamed Ding was in a critical condition at You'an Hospital, "he caught a cold in the hotel where we live ."
李在现场心脏病发作，也被送进医院。她说她的儿子丁丁在北京佑安医院里处于危机情况。"他在我们住的宾馆里得了感冒。"
Ding's health condition deteriorated recently. His wife divorced him two months ago, his mother said.
他的妈妈说，丁丁的健康情况最近急剧恶化。他妻子2个月前和他离了婚。
Petitioners asked Sinopharm to work out a compensation package by April 2010. Before that, they wanted the company to reimburse their living costs in Beijng for the past month, and give each patient 1,000 yuan ($146.4) and six units of Factor 8 for them to get through the next four months.
请愿者要求总公司在2010年4月前拿出赔偿方案。在那之前，他们要求公司报销他们在北京数月的生活费，并且给每一位病人1000元（美元146.4元）和6支八因子，以度过接下来的4个月。
Sinopharm turned down the requests and said they are willing to offer each patient 5,000 yuan ($732) in the name of "consolation money" for the New Year.

"They won't pay the money right away in their office, telling us we can only get the money through Red Cross organizations. Obliviously, they want the public to think they are being charitable rather than compensating us for the faults they have made. That's ridiculous," Li said.
"他们不会在办公室里立刻付钱，而是告诉我们只能通过红十字会组织接受这笔钱。很显然，他们需要公众认为，他们是慈善的，而不是为他们犯下的错误赔偿。那是可笑的。"李说。
Wang Lifeng, the newly appointed party chief of Sinopharm told the Global Times she was not at the scene, "the Factor 8 incident is historical and complicated. I just can't make an official statement right now." Wang suggested the Global Times cover the story after they reach an agreement with the petitioners.
王立峰（音译）新任命的总公司党委书记告诉环球时报，她不在现场，"8因子问题是历史问题，很复杂。我现在不能做出正式的表态。"王建议《环球时报》在他们与请愿者达成协议以后再报道此事。
By 8pm, petitioners were still waiting in the Sinopharm building. A witness said staff in the building were let off around 4pm, and police set up blockades around the building.
晚上8点，请愿者还在总公司大楼里等待。一位目击者说，大楼里的工作人员在下午4点左右就下班了，警察围绕着大楼设置了路障。
