本周主题是：
动员合作伙伴、采取一致行动，建立相互间的信任: 把能力转向社区
请大家围绕以下几点来讨论：：
１）我们应当如何动员和加强社区能力，引发并满足对普遍可及的需求？
２）如何加强社区公民社会组织的能力，以使他们在艾滋病的国家应对中成为一股真正的 力量和合作伙伴、并对政策和项目制定发挥影响？
３） 我们应当如何开创一场大家积极参与的预防运动，正如我们在治疗方面已经做过的 那样？

Welcome to week five of the e-Dialogue on universal access!
Many thanks for everyone that have supported and contributed in the e-Dialogue. Your comments have been extremely valuable and insightful and we have been impressed by the great energy and commitment of those involved in this response.
Topic 5: Mobilizing partnerships for collective action and building mutual accountability: Transferring capacity to the community
Questions for Topic 5 are:
How can we mobilize and empower communities to create demand for universal access and to address together their needs?
How can capacity of civil society organizations at community level be strengthened to enable them to be a real force and partner in the response to AIDS in countries and influence policy and program design?
How can we create an activist movement for prevention, similar to what we have seen for treatment?

With only two more weeks of e-Dialogue, your are all encouraged to join the discussion and give your opinions on how UNAIDS should strengthen partnerships with civil society and governments and how we can re-energize a movement for joint responsibility and mutual accountability of all stakeholders for reaching universal access targets by 2010.
