The International Harm Reduction Program (IHRD) seeks a part-time consultant to help guide and implement activities in China and Southeast Asia. Qualified candidates will be highly familiar with measures to promote and protect the health and human rights of drug users, will be fluent in Chinese and English, and will contribute to IHRD work and grantee support in three key areas of grantmaking, capacity building, and advocacy.

Consultancy requires two days a week of work, as well as periodic, more extended engagement for site visits, conference organization/attendance, and participation in trainings and consultations.

The International Harm Reduction Development Program (IHRD), part of the Open Society Institute's Public Health Program, works to protect and promote the health and human rights of people who use drugs. IHRD has supported more than 200 programs in Central and Eastern Europe and Asia, and bases its activities on the philosophy that people unable or unwilling to abstain from drug use can make positive changes to protect their health and the health of others. Since 2001, IHRD has prioritized advocacy to expand availability and quality of needle exchange, drug dependence treatment, and treatment for HIV; to reform discriminatory policies and practices; and to increase the participation of people who use drugs and those living with HIV in shaping policies that affect their lives.

Responsibilities for Asia Consultant (2 days a week, and more extended engagement as needed)

Grantmaking

  • Solicit and evaluate grant proposals, and assist grantees with proposal development and reporting
  • Solicit reviews from external experts and OSI staff
  • Map activities of and communicate with other donors/implementers working on HIV, drug dependence and legal support
  • Conduct site visits and write trip reports
  • Prepare summaries of key developments and translations of
  • Participate as needed in IHRD and Public Health Program information sharing and strategy development

Capacity Building

  • Oversee projects in progress and participate in regular email, online chats, and telephone conversations with grantees and IHRD staff
  • Offer input into training content and materials, and publications development
  • Assist with recruitment, management, and logistical support for international or national experts able to assist grantees in harm reduction, legal assistance, and related issues
  • Coordinate participants' attendance at international events and trainings, and facilitate study tours, consultant visits, and mentorships

Advocacy

  • Monitor and summarize key developments in HIV and drug dependence policy, funding developments, and national and international law and policy
  • Collect, edit and translate grantee documents and experience and synthesize for national, regional, or international use

Qualifications

The desired candidate will have:

  • Five or more years of work on health advocacy, harm reduction, and human rights
  • Familiarity with HIV prevention and treatment standards and models, and legal services/discrimination protections
  • Experience with grant-giving and monitoring
  • Excellent oral and written communications skills in English and Chinese
  • Strong organizational and management skills with attention to detail
  • Ability to listen and communicate clearly and effectively with people from diverse cultures and backgrounds.
  • Ability to work effectively both independently without detailed daily supervision and as a member of a team, on a wide range of tasks.
  • Discretion and ability to handle confidential issues
  • Advanced degree in public health, human rights law, or the social sciences
  • Ability to travel
